Job Description
Job Summary

Reporting to the Community Safety & Well-Being Program Manager, the Situation Table Specialist is responsible for leading the expansion of the Situation Table model, a multi-sector risk intervention model which brings together staff from across community-based services to provide support for individuals at acutely elevated risk of experiencing harm or victimization. This position will provide project management, and is accountable for policy development, community engagement, and data entry and analytics support. The Specialist will support the development and implementation of a 3-year plan for a region-wide Situation Table, aligned with Niagara’s Community Safety and Well-Being (CSWB) priorities. This work is undertaken in collaboration with the Advisory Committee, local community agencies and subject matter experts.

Education
  • A post-secondary degree in Social Science, Public/Business Administration, Human Services or related discipline
  • A project management certification (PMP or CAPM) or graduate diploma, or equivalent combination of education, training, and experience is preferred
Knowledge
  • At least 3 years of relevant experience with program and policy development related to human services
  • Previous frontline experience delivering services to vulnerable populations is considered an asset
  • Experience with policy or program based initiatives that involve diverse internal and external stakeholders
  • Exceptional interpersonal skills and a demonstrated ability to work collaboratively with a range of stakeholders, including experience with multi-sector risk intervention models (e.g. Situation Tables, case conferences, case resolution tables, etc.)
  • Outstanding oral/written communication skills, strong leadership and facilitation skills, and advanced analytical and problem solving skills
  • Experience in maintaining compliance with and administering processes relating to the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and Personal Health Information and Protection of Privacy Act (PHIPA).
  • Experience in developing, implementing and evaluating community-wide initiatives and programs using demonstrated skills in evaluation and outcome measurement.
  • An understanding of community safety and well-being planning and knowledge of a wide range of health and human service policy environments and legislation contexts, including those that affect the funding and delivery of community-based services
  • A broad understanding of the human services sector; and familiarity with Niagara’s non-profit/charitable sector
  • Proficiency in all MS office applications (Visio, Word, Excel, PowerPoint, Project)
ResponsibilitiesProgram Development and Community Engagement (35% of time)
  • Develop a communications and engagement strategy to build awareness and understanding of the benefits of the Situation Table model, encourage interest and increase local participation of community partners
  • Facilitate foundational discussions and decision-making within Situation Table partnering agencies on a variety of topics including agreements, standards and practices related to the protection of privacy
  • Identify and implement an onboarding and training program to support the launch and ongoing needs of participating agencies and their staff
Policy Development and Capacity-Building (25% of time)
  • Develop partnership or letters of agreements which focus on topics such as: mission, vision and goals; objectives, assumptions and principles; terms of arrangement and oversight.
  • Develop, maintain and implement policies and processes that enable consistent, effective privacy practices which minimize risk and ensure the confidentiality of personal / personal health information.
  • Support community capacity-building activities which are critical success factors in the establishment of a Situation Table (e.g. communications policies and practices which ensure front-line workers in each partnering agency channel information about situations of acutely elevated risk to their representative at the Situation Table)
Chair the Situation Table (20% of time)
  • Provide leadership to participating members to ensure rigorous alignment to the Situation Table model and associated best practices for implementation.
  • Facilitate and lead the pace, structure and information sharing between participating members
  • Mediate discussions and seek consensus among members regarding the suitability of AER (acutely elevated risk) decisions
  • Manage and negotiate relationships with community agencies across the human services system to effectively build trust and commitment to the model.
Data Analysis and Reporting (20% of time)
  • Conduct analysis, evaluation and interpretation of data collected through the provincial Risk-Driven Tracking Database, making recommendations for priorities and programming based on data collected
  • Work closely with Public Health, Niagara Regional Police Service and other community partners in collating and interpreting data from various sources (e.g. crime, social determinants of health, etc.)
  • Collaborate with the Program Advisor and Data Analyst regarding data collection which impact CSWB initiatives
  • Monitor trends and assess data in order to guide program planning and support safety and well-being in Niagara
Performance Monitoring and Evaluation (10% of time)
  • Monitor and report on performance of the Situation Table to inform ongoing decision-making processes related to structure and resources.
  • Develop an evaluation plan which identifies indicators and associated targets to measure performance (e.g. efficiency of meetings, quality and level of service provided during or as a result of Situation Table interventions, timeliness of interventions, etc.) and how frequently they will be measured.

Perform other related duties and responsibilities as assigned or required.

Special Requirements
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
