Position: Technical Procurement Manager – China Sourcing
Salary: $83,850/annum

Primary Purpose of Position

Max Electric & Fire Protection Ltd. is looking for a Technical Procurement Manager to implement and improve a long-term sourcing plan and strategy and to manage all sourcing and purchasing activities related to electrical, fire protection and building automation systems (BAS). The Technical Procurement Manager will negotiate with global vendor sources, with a major focus on suppliers located in China. Due to the highly technical nature of this industry, the ideal candidate will have a strong understanding of relevant industry knowledge.

Duties & Responsibilities

• Oversee and manage the procurement strategy to ensure the company is able to source specialized components, materials and systems, primarily from Chinese markets;
• Propose and oversee the procurement activities for electrical, fire protection and BAS material as required by the company projects;
• Work with management and project managers to develop and oversee purchasing budget;
• Plan long-term purchasing forecasts, taking into account past trends, future sales plans, and company growth strategies;
• Create, execute, and monitor procurement and sourcing policies, taking into accounts of costs, logistics, pricing, quality, timing and standard material specifications;
• Identify, analyze and select Chinese suppliers;
• Negotiate prices and terms, and sign supplier agreements with Chinese suppliers;
• Evaluate Chinese suppliers, based on available materials, quality, and industry certifications;
• Validate or work with third-party certification agencies to evaluate Chinese suppliers for quality and conformation to Canadian standards;
• Interact closely with technical team to determine needed materials, components and systems, and sourcing timelines;
• Monitor project schedules, ensuring all necessary materials, components and systems are sourced and scheduled for delivery within necessary timelines;
• Identify and realize purchasing savings and synergies;
• Resolve supplier-related issues and concerns, if any.

Qualifications

• A bachelor's degree in engineering or technology is required;
• 5+ years of experience and management in purchasing and sourcing materials, components and systems within China, within the electrical, fire protection, or BAS industries;
• Technical knowledge of certified electrical/electronic/fire protection components, materials, wiring, integrated systems, and control devices;
• Strong understanding of the electrical, fire protection, BAS industries, familiar with necessary materials (including addressable fire alarm control panel, addressable heat detector, smoke detectors, manual station, relay module, isolator module, etc.) and certifications;
• Experience in purchasing and sourcing related materials, including industrial construction, fire and lighting protection systems;
• Proven track record of selecting and validating Chinese suppliers for pricing, quality, lead time, and other factors;
• Ability to create and implement accurate purchasing budget, making modifications as necessary based on project scale and size;
• Strong communication and negotiation skills, able to acquire and maintain long-term sourcing relationships;
• Ability to communicate in spoken and written Mandarin Chinese.
